Policy No: 703 Policy Contact: Vice President for Business Operations Policy Title: APPOINTMENTS AND EMPLOYMENT PROCEDURES FOR NON-TEACHING PROFESSIONAL STAFF AND ADMINISTRATIVE SUPPORT STAFF Applications submitted by individuals seeking a non-teaching professional staff position or administrative support staff position are maintained in the office of the Vice President for Instruction. When a position vacancy occurs, the appropriate administrator determines the requirements for the position and drafts a position opening announcement for approval by the President of the College. Upon approval of the position opening announcement by the President, the appropriate administrator will initiate the process to publish the position vacancy announcement and/or post the announcement internally (cross reference Policy 706, Promotions and Transfers) as appropriate, contact those who have applications on file as appropriate, receive applications, and prepare files for the Selection and Interview Committee. The Selection and Interview Committee will consist of five administrators, faculty, and/or staff members selected by the appropriate administrator and approved by the President. a. The Selection and Interview Committee is to submit a list of interview questions to the appropriate personnel serving as chairperson of the committee for approval. b. The Selection and Interview Committee is to review all of the applications and determine the candidate (s) selected for an interview. c. The Selection and Interview Committee is to conduct the interviews. d. Each candidate selected for an interview is to be introduced to the Vice President for Instruction as they are available. 2. The Selection and Interview Committee Chairperson drafts a preliminary recommendation for two candidates, listed in order of preference, to be submitted to the appropriate administrator. a. The recommendation is to be signed by a majority of the members of the Selection and Interview Committee. b. The signed recommendation, along with the credentials of all applicants, is forward to the appropriate administrator. c. The appropriate administrator reviews the credentials of all applicants. d. The appropriate administrator has the option of scheduling additional interviews of applicants as needed. 3. The appropriate administrator may concur or not concur with the recommendation of the Selection and Interview Committee. a. In the event of non-concurrence, the appropriate administrator is to return the recommendation to the Selection and Interview Committee with written reasons for the rejection. The Selection and Interview Committee will then reconsider the applicants. b. If the appropriate administrator concurs then a statement of concurrence is to be affixed to the recommendation of the Selection and Interview Committee. c. The signed statement of concurrence is forwarded to the President. 4. The President reviews the preliminary recommendation of the two candidates and makes the final decision. Full-Time Personnel 1.
