B.3 VICE PRESIDENT FOR BUSINESS OPERATIONS

General Statement of the Function : The Vice President for Business Operations is the chief fiscal officer of the College. In that role, the Vice President for Business Operations supervises all of the fiscal operations of the College and assures that all state, federal, and institutional regulations regarding College finances are followed. The Vice President for Business Operations reports directly to the President of the College.

Duties and Responsibilities :

1. Acts as the chief fiscal officer for the College and assures that all appertaining laws of the State of Mississippi, laws of the federal government, and regulations of the College are followed; 2. Directs the investment of College funds; 3. Directs the management of the physical plant through the Superintendent of the Physical Plant; 4. Coordinates and directs the administrative computer services through the Dean of Information Technology; 5. Directs the services and functions of the Office of Human Resources through the Dean of Personnel Services & Athletics; 6. Determines priorities and implements computer-based systems to achieve optimum productivity levels and to provide needed management information; 7. Directs and manages all personnel in the Business Office and related areas; 8. Maintains payroll and personnel files for all employees; 9. Supervises auxiliary enterprises as assigned by the President; 10. Institutes and maintains an inventory of all college property and equipment; 11. Directs and carries out internal audits as needed to assure proper accounting of all College financial and physical assets; 12. Develops systems and procedures to meet and maintain all current fiscal requirements and responsibilities in the most efficient manner; 13. Works with the President in conjunction with the administrative staff and the division chairpersons in the preparation of the annual College budget; 14. Monitors and makes reports to assist the budget managers of the College in operating within their respective budgets; 15. Prepares financial reports as required to keep the President and Board of Trustees apprised of the financial condition of the college; 16. Chairs the Finance Council; 17. Follows the accounting manual for Mississippi Community Colleges, AICPA, NACUBO procedures, GASB and modifies accounting systems to comply with changes; and 18. Performs other duties as assigned by the President of the College.
