THE BOARD OF TRUSTEES’ RESPONSIBILITIES AND AUTHORITY IN

DELEGATING AUTHORITY

A. The President shall inform members of the Board through written reports relative to the various functions within the college. B. The President shall prepare and submit the annual budget to the Board for their consideration and approval. C. The Board delegates to the President the responsibility of managing the approved budgets of the College. D. The Board shall vote on questions of policy to be considered as recommended by the resident of the College. 1. The President shall assist the Board in reaching sound judgments, and establishing policies; and shall place before the Board, when needed, helpful facts, results of investigations, formation, and reports; and shall give advice on technical matters. 2. The President shall prepare and submit to the Board for its approval statements of policy which he believes are needed for the proper management of the College and which require action of the Board. 3. The Board of Trustees, on the advice and counsel of the President, shall formulate regulations regarding the use of college facilities. E. The Board shall consider and pass upon the recommendations of the President in all matters of policy concerning appointment or dismissal of faculty, salary schedules, faculty or student personnel regulations, and curriculum. 2. The Board shall act as a court of final appeal for cases appealed from the President. Before the Board will consider the appeal of any person or group of people, the appeal must be stated in writing, signed, dated, and presented to the Chairman of the Board with a copy provided to the President. The Chairman shall present the written appeal to the whole Board at the first regular session where it will be properly acted upon. The appellant is privileged to appear before the Board to be heard. 3. It shall be the policy of the Board of Trustees to discuss and to consider all College business at regular meetings of the Board of Trustees and to avoid commitment through personal interviews or correspondence with individuals who might tend to hamper or embarrass individual Board members or college employees, or prejudice a decision when matters come before the official Board for discussion. 4. Instructions and directions to faculty and employees shall be stated as Board policies and shall be communicated through administrative channels. All college faculty, administration, and staff personnel are subject to the President of the college and his delegated representatives for special assignments as needed. 1. The President shall recommend faculty members to the Board for approval.
