DIRECTOR OF HUMAN RESOURCES

General Statement of the Function: The Director of Human Resources plans, organizes, and directs a comprehensive College personnel program including such activities as recruitment, employment, compensation, benefits administration, orientation, performance evaluation, employee discipline, and professional development. The incumbent oversees the formulation, implementation, and enforcement of policies and procedures related to employment at the College while working with appropriate College personnel on a broad range of issues related to human resources. The Director of Human Resources reports directly to the Vice President for Business Operations. 1. Direct the appointment and employment procedures for filling open, full-time positions at the College based on approved policies and procedures, as well as all applicable state and federal employment guidelines. 2. Ensure employees at the College are selected without regard to race, color, religion, national origin, sex, age, disability, or other factors prohibited by law. 3. Work with appropriate College personnel to create and distribute a Position Opening Announcement (POA) for job openings, when required, including the required and preferred qualifications for the position as well as deadlines for submission of applications. 4. Coordinate the recruitment process for open, full-time positions at the College as required by approved policies and procedures with the administrator chairing the Screening and Interview Committee. 5. Ensure Screening and Interview Committees follow approved College policies and procedures in the screening, interview and recommendation of potential employees at the College. 6. Calculate and recommend compensation for all positions at the College with the assistance of the appropriate College administrator. 7. Maintain an updated, accurate job description for all full-time positions at the College. 8. Coordinate professional development and training activities with and through the Faculty/Staff Development Committee and the Vice President for Instruction. 9. Receive employee grievances and complaints and coordinate with the Vice President for Instruction ( Title IX Coordinator ) and Employee Council, as necessary, to resolve the grievance or complaint. 10. Stay well-informed of all federal, state and local regulations as they pertain to employment practices of East Central Community College. 11. Receive employee requests for accommodations for disabilities and coordinate responses to those requests with the Vice President for Student Services. 12. Assist with coordination of employee benefits, including but not limited to, medical, dental, personal/sick leave, Family and Medical Leave (FMLA), and Workers’ Compensation. 13. Apprise all employees of East Central Community College of changing employment regulations as they relate to the rights of each individual. 14. Create, maintain, and secure the privacy of personnel files for each employee of East Central Community College. 15. Make personnel files available to appropriate administrators as requested. 16. Prepare, administer and monitor departmental budget and expenditures. 17. Serve as advisor to the Vice President for Business Operations in personnel matters. 18. Serve on and provide information to college committees/councils as needed. 19. Prepare studies and other reports as requested by College administration. Duties and Responsibilities:
