Policy Title: CHAPTER 33 AND CHAPTER 31 BENEFICIARIES PENDING RECEIPT OF EDUCATIONAL OR TRAINING ASSISTANCE FROM VETERANS AFFAIRS (VA) In accordance with the Veterans Benefits and Transition Act of 2018 (Public Law 115-407), East Central Community College will allow GI Bill (Chapter 33) and Vocational Rehabilitation and Employment (Chapter 31) beneficiaries to attend or participate in a course of education or training for up to 90 days from the date the beneficiary provides a certificate of eligibility or a valid VAF-28-1905 form for Chapter 31 authorization purposes. This will allow a student to attend the course until Veterans Affairs (VA) provides payment to the college. A penalty will not be imposed, including the assessment of late fees, the denial of access to classes, libraries, or other college facilities. The beneficiary will not be required to borrow additional funds to cover tuition and fees due to late payments from VA under Chapter 33 or 31. Chapter 33 and 31 beneficiaries must submit a certificate of eligibility for entitlement to educational assistance no later than the first day of a course of education. Beneficiaries must also submit a written request to use such entitlement. If necessary, beneficiaries must provide additional information to the proper certification of enrollment by the college. The beneficiary is responsible for any amount that is the difference between the amount of the student’s financial obligation and the amount of the VA education benefit disbursement.
