Receives Wilkes-Palmer Scholarship Drew Smith (left), a 2008 graduate of Louisville High School, is the recipient of the Wilkes– Palmer Scholarship at East Central Community College In Decatur. The scholarship was estab– lished In 1998 by the late Elgie Chatham in honor of her parents, J. Earl and Willie Palmer Wilkes.
