The history of East Central Junior Col–
~1arshall. who served as mathematics and science instructor Selected as the College's first trustees were W. C. Mabry. Jim Rivers, M.]. Scar– borough, R. A. Armstrong, L.Q.C. Williams and Dr. B. E Hunter. Roscoe Pugh was named the College's first president. He also served as superintendent of the agricul– tural high school. Support for the College began to grow, as Neshoba County agreed to join the dis– trict during the first year of operation. Scott County became a part of the district in 1930 followed by Leake County in 1931 and Winston County in 1935. When Winston County became the last supporting county to join the East Centr,d district, a new administration assumed leadership. Dr. L. 0. Todd became the College's second president and led the College Lo tremendous growth as the country con– tinued its recovery from the Great Depression in 1929. During Dr. Todd's 19-year tenure. East Central saw its financial situation improw and wa~ able to expand the

Proceedings that led to the establishment of ECJC began on March 10. 1911. Ill the office of :-\ewton County Superintendent of Education W. A. Coursey. when the County School Board accepted the proposal of the Decatur Municipal School District and located ~e\.,ton County Agricultural High School in the existing public school facilities. rhr board. at the same March meeting, also appointed the agricultural high school's first trustees - W.C. Mabry and D. Black– burn. College classes were added to the curriculum of the agricultural high school in the fall of 1928. and East Central Junior College was officially in business. with only Newton County pro– viding support.
