Receives Phillips Heart and Hand Scholarship Hope Chunn of Neshoba Central is the recipient of the 2002 Elberta C. Phillips Heart and Hand Gerontology Scholarship to attend East Central Community College in Decatur. A non-profit organization that promotes programs and services tor senior citizens, Heart and Hand, Inc., established this scholarship in 1999.
