And I need to be able to recruit technical– ly skilled people from Mississippi," he emphasized. "They're more likely to stay." Gaffney complimented the community and junior colleges' workforce education and training efforts. "The reason the com– munity colleges are so powerful is that they are very effective at change - they respond to the marketplace."
