Appointed Carl Cooper, 41, was recently appointed by Gov. William Winter to head the Office of Energy Assist– ance. The new office will administer the Low Income Energy Assistance Pro– gram which provides financial assistance to an estimated 130,000 low– income Mississippi house– holds to help meet their rising energy costs during the winter months. Cooper, a native of Carthage, is a graduate of East Central Junior College and Missis– sippi State University. He received a masters degree in iruidance with a focus on rehabilitational counseling from MSU in 1971. Prior to joining the Office of Energy Assistance, Cooper oper– ated a private business - rued by his family in 1$wton County. He has s ¢ ·ved as director of "~~ms Mental Health Center in Decatur, counse– lor and worifshop coordina– tor for Voca"tional Rehabili– tation, and '.director of the Newton County Welfare Department. Cooper and his wife, Lois, have two children; Mike, 11; and Tam, 8.
