STATE VICA WINNER-Larry Blackburn, Carpentry in· structor at East Central Junior College, is congratulating Frederick Lyons of Phi)adelphla for placing first in the Carpentry division of th~ State VICA contests. Lyons will represent Mississippi at the National VICA contest in Atlanta this summer.
